Frank Gray attempts to answer the questions of why is there a surplus in the collecting of individual property taxes and why is the government web announcing the surplus of these folks not better publicized.
Here's the answer Frank, time limit. If the folks do not claim their overpayment the government get to keep the funds. That's a lot of money siphoned from the people wouldn't you think Frank? It's almost like the IRS three year requirement that if you don't file your taxes and you were due a refund, the federal government gets to keep it.
It's all about the money Frank, not the people, and that is why it was so quietly placed on the web. I wrote about this here here and here.
