In 2003 LCMS formed the Lutheran Housing Support Corporation, it's a nonprofit in St. Louis Missouri where Rev. Matthew Harrison currently lives.
990 forms report the nonprofit received $101,000 in gifts, grants and contributions compared to the gifts totalling over $1 million the following year. In the same year expenses for travel came in at $70,000 and consultant around $64,000, with the Rev. Harrison, executive director received compensation totalling over $130,000 and secretary Marie Kienker, a former deputy director of the Fort Wayne, Ind., Housing Authority and past chief of the Carroll County, Md., Bureau of Housing and Community Development.

Swift and Janet M. Johnson; former LCMS Northern Illinois District President William Ameiss; and LCMS World Relief/Human Care Executive Director Matthew Harrison.
Somebody was not pleased with the fiscal responsbilities of LCMS World Relief/ Human Care increase of personnel and operational cost.
