Eloisa to Abelard

In these deep solitudes and awful cells,
Where heav'nly-pensive contemplation dwells,
And ever-musing melancholy reigns;
What means this tumult in a vestal's veins?
Why rove my thoughts beyond this last retreat?
Why feels my heart its long-forgotten heat?
Yet, yet I love! — From Abelard it came,
And Eloisa yet must kiss the name.

Dear fatal name! rest ever unreveal'd,
Nor pass these lips in holy silence seal'd.
Hide it, my heart, within that close disguise,
Where mix'd with God's, his lov'd idea lies:
O write it not, my hand — the name appears
Already written — wash it out, my tears!
In vain lost Eloisa weeps and prays,
Her heart still dictates, and her hand obeys.

Relentless walls! whose darksome round contains
Repentant sighs, and voluntary pains:
Ye rugged rocks! which holy knees have worn;
Ye grots and caverns shagg'd with horrid thorn!
Shrines! where their vigils pale-ey'd virgins keep,
And pitying saints, whose statues learn to weep!
Though cold like you, unmov'd, and silent grown,
I have not yet forgot myself to stone.
All is not Heav'n's while Abelard has part,
Still rebel nature holds out half my heart;
Nor pray'rs nor fasts its stubborn pulse restrain,
Nor tears, for ages, taught to flow in vain.

Soon as thy letters trembling I unclose,
That well-known name awakens all my woes.
Oh name for ever sad! for ever dear!
Still breath'd in sighs, still usher'd with a tear.
I tremble too, where'er my own I find,
Some dire misfortune follows close behind.
Line after line my gushing eyes o'erflow,
Led through a sad variety of woe:
Now warm in love, now with'ring in thy bloom,
Lost in a convent's solitary gloom!
There stern religion quench'd th' unwilling flame,
There died the best of passions, love and fame.

Yet write, oh write me all, that I may join
Griefs to thy griefs, and echo sighs to thine.
Nor foes nor fortune take this pow'r away;
And is my Abelard less kind than they?
Tears still are mine, and those I need not spare,
Love but demands what else were shed in pray'r;
No happier task these faded eyes pursue;
To read and weep is all they now can do.

Then share thy pain, allow that sad relief;
Ah, more than share it! give me all thy grief.
Heav'n first taught letters for some wretch's aid,
Some banish'd lover, or some captive maid;
They live, they speak, they breathe what love inspires,
Warm from the soul, and faithful to its fires,
The virgin's wish without her fears impart,
Excuse the blush, and pour out all the heart,
Speed the soft intercourse from soul to soul,
And waft a sigh from Indus to the Pole.

Thou know'st how guiltless first I met thy flame,
When Love approach'd me under Friendship's name;
My fancy form'd thee of angelic kind,
Some emanation of th' all-beauteous Mind.
Those smiling eyes, attemp'ring ev'ry day,
Shone sweetly lambent with celestial day.
Guiltless I gaz'd; heav'n listen'd while you sung;
And truths divine came mended from that tongue.
From lips like those what precept fail'd to move?
Too soon they taught me 'twas no sin to love.
Back through the paths of pleasing sense I ran,
Nor wish'd an Angel whom I lov'd a Man.
Dim and remote the joys of saints I see;
Nor envy them, that heav'n I lose for thee.

How oft, when press'd to marriage, have I said,
Curse on all laws but those which love has made!
Love, free as air, at sight of human ties,
Spreads his light wings, and in a moment flies,
Let wealth, let honour, wait the wedded dame,
August her deed, and sacred be her fame;
Before true passion all those views remove,
Fame, wealth, and honour! what are you to Love?
The jealous God, when we profane his fires,
Those restless passions in revenge inspires;
And bids them make mistaken mortals groan,
Who seek in love for aught but love alone.
Should at my feet the world's great master fall,
Himself, his throne, his world, I'd scorn 'em all:
Not Caesar's empress would I deign to prove;
No, make me mistress to the man I love;
If there be yet another name more free,
More fond than mistress, make me that to thee!
Oh happy state! when souls each other draw,
When love is liberty, and nature, law:
All then is full, possessing, and possess'd,
No craving void left aching in the breast:
Ev'n thought meets thought, ere from the lips it part,
And each warm wish springs mutual from the heart.
This sure is bliss (if bliss on earth there be)
And once the lot of Abelard and me.

Alas, how chang'd! what sudden horrors rise!
A naked lover bound and bleeding lies!
Where, where was Eloise? her voice, her hand,
Her poniard, had oppos'd the dire command.
Barbarian, stay! that bloody stroke restrain;
The crime was common, common be the pain.
I can no more; by shame, by rage suppress'd,
Let tears, and burning blushes speak the rest.

Canst thou forget that sad, that solemn day,
When victims at yon altar's foot we lay?
Canst thou forget what tears that moment fell,
When, warm in youth, I bade the world farewell?
As with cold lips I kiss'd the sacred veil,
The shrines all trembl'd, and the lamps grew pale:
Heav'n scarce believ'd the conquest it survey'd,
And saints with wonder heard the vows I made.
Yet then, to those dread altars as I drew,
Not on the Cross my eyes were fix'd, but you:
Not grace, or zeal, love only was my call,
And if I lose thy love, I lose my all.
Come! with thy looks, thy words, relieve my woe;
Those still at least are left thee to bestow.
Still on that breast enamour'd let me lie,
Still drink delicious poison from thy eye,
Pant on thy lip, and to thy heart be press'd;
Give all thou canst — and let me dream the rest.
Ah no! instruct me other joys to prize,
With other beauties charm my partial eyes,
Full in my view set all the bright abode,
And make my soul quit Abelard for God.

Ah, think at least thy flock deserves thy care,
Plants of thy hand, and children of thy pray'r.
From the false world in early youth they fled,
By thee to mountains, wilds, and deserts led.
You rais'd these hallow'd walls; the desert smil'd,
And Paradise was open'd in the wild.
No weeping orphan saw his father's stores
Our shrines irradiate, or emblaze the floors;
No silver saints, by dying misers giv'n,
Here brib'd the rage of ill-requited heav'n:
But such plain roofs as piety could raise,
And only vocal with the Maker's praise.
In these lone walls (their days eternal bound)
These moss-grown domes with spiry turrets crown'd,
Where awful arches make a noonday night,
And the dim windows shed a solemn light;
Thy eyes diffus'd a reconciling ray,
And gleams of glory brighten'd all the day.
But now no face divine contentment wears,
'Tis all blank sadness, or continual tears.
See how the force of others' pray'rs I try,
(O pious fraud of am'rous charity!)
But why should I on others' pray'rs depend?
Come thou, my father, brother, husband, friend!
Ah let thy handmaid, sister, daughter move,
And all those tender names in one, thy love!
The darksome pines that o'er yon rocks reclin'd
Wave high, and murmur to the hollow wind,
The wand'ring streams that shine between the hills,
The grots that echo to the tinkling rills,
The dying gales that pant upon the trees,
The lakes that quiver to the curling breeze;
No more these scenes my meditation aid,
Or lull to rest the visionary maid.
But o'er the twilight groves and dusky caves,
Long-sounding aisles, and intermingled graves,
Black Melancholy sits, and round her throws
A death-like silence, and a dread repose:
Her gloomy presence saddens all the scene,
Shades ev'ry flow'r, and darkens ev'ry green,
Deepens the murmur of the falling floods,
And breathes a browner horror on the woods.

Yet here for ever, ever must I stay;
Sad proof how well a lover can obey!
Death, only death, can break the lasting chain;
And here, ev'n then, shall my cold dust remain,
Here all its frailties, all its flames resign,
And wait till 'tis no sin to mix with thine.

Ah wretch! believ'd the spouse of God in vain,
Confess'd within the slave of love and man.
Assist me, Heav'n! but whence arose that pray'r?
Sprung it from piety, or from despair?
Ev'n here, where frozen chastity retires,
Love finds an altar for forbidden fires.
I ought to grieve, but cannot what I ought;
I mourn the lover, not lament the fault;
I view my crime, but kindle at the view,
Repent old pleasures, and solicit new;
Now turn'd to Heav'n, I weep my past offence,
Now think of thee, and curse my innocence.
Of all affliction taught a lover yet,
'Tis sure the hardest science to forget!
How shall I lose the sin, yet keep the sense,
And love th' offender, yet detest th' offence?
How the dear object from the crime remove,
Or how distinguish penitence from love?
Unequal task! a passion to resign,
For hearts so touch'd, so pierc'd, so lost as mine.
Ere such a soul regains its peaceful state,
How often must it love, how often hate!
How often hope, despair, resent, regret,
Conceal, disdain — do all things but forget.
But let Heav'n seize it, all at once 'tis fir'd;
Not touch'd, but rapt; not waken'd, but inspir'd!
Oh come! oh teach me nature to subdue,
Renounce my love, my life, myself — and you.
Fill my fond heart with God alone, for he
Alone can rival, can succeed to thee.

How happy is the blameless vestal's lot!
The world forgetting, by the world forgot.
Eternal sunshine of the spotless mind!
Each pray'r accepted, and each wish resign'd;
Labour and rest, that equal periods keep;
"Obedient slumbers that can wake and weep;"
Desires compos'd, affections ever ev'n,
Tears that delight, and sighs that waft to Heav'n.
Grace shines around her with serenest beams,
And whisp'ring angels prompt her golden dreams.
For her th' unfading rose of Eden blooms,
And wings of seraphs shed divine perfumes,
For her the Spouse prepares the bridal ring,
For her white virgins hymeneals sing,
To sounds of heav'nly harps she dies away,
And melts in visions of eternal day.

Far other dreams my erring soul employ,
Far other raptures, of unholy joy:
When at the close of each sad, sorrowing day,
Fancy restores what vengeance snatch'd away,
Then conscience sleeps, and leaving nature free,
All my loose soul unbounded springs to thee.
Oh curs'd, dear horrors of all-conscious night!
How glowing guilt exalts the keen delight!
Provoking Daemons all restraint remove,
And stir within me every source of love.
I hear thee, view thee, gaze o'er all thy charms,
And round thy phantom glue my clasping arms.
I wake — no more I hear, no more I view,
The phantom flies me, as unkind as you.
I call aloud; it hears not what I say;
I stretch my empty arms; it glides away.
To dream once more I close my willing eyes;
Ye soft illusions, dear deceits, arise!
Alas, no more — methinks we wand'ring go
Through dreary wastes, and weep each other's woe,
Where round some mould'ring tower pale ivy creeps,
And low-brow'd rocks hang nodding o'er the deeps.
Sudden you mount, you beckon from the skies;
Clouds interpose, waves roar, and winds arise.
I shriek, start up, the same sad prospect find,
And wake to all the griefs I left behind.

For thee the fates, severely kind, ordain
A cool suspense from pleasure and from pain;
Thy life a long, dead calm of fix'd repose;
No pulse that riots, and no blood that glows.
Still as the sea, ere winds were taught to blow,
Or moving spirit bade the waters flow;
Soft as the slumbers of a saint forgiv'n,
And mild as opening gleams of promis'd heav'n.

Come, Abelard! for what hast thou to dread?
The torch of Venus burns not for the dead.
Nature stands check'd; Religion disapproves;
Ev'n thou art cold — yet Eloisa loves.
Ah hopeless, lasting flames! like those that burn
To light the dead, and warm th' unfruitful urn.

What scenes appear where'er I turn my view?
The dear ideas, where I fly, pursue,
Rise in the grove, before the altar rise,
Stain all my soul, and wanton in my eyes.
I waste the matin lamp in sighs for thee,
Thy image steals between my God and me,
Thy voice I seem in ev'ry hymn to hear,
With ev'ry bead I drop too soft a tear.
When from the censer clouds of fragrance roll,
And swelling organs lift the rising soul,
One thought of thee puts all the pomp to flight,
Priests, tapers, temples, swim before my sight:
In seas of flame my plunging soul is drown'd,
While altars blaze, and angels tremble round.

While prostrate here in humble grief I lie,
Kind, virtuous drops just gath'ring in my eye,
While praying, trembling, in the dust I roll,
And dawning grace is op'ning on my soul:
Come, if thou dar'st, all charming as thou art!
Oppose thyself to Heav'n; dispute my heart;
Come, with one glance of those deluding eyes
Blot out each bright idea of the skies;
Take back that grace, those sorrows, and those tears;
Take back my fruitless penitence and pray'rs;
Snatch me, just mounting, from the blest abode;
Assist the fiends, and tear me from my God!

No, fly me, fly me, far as pole from pole;
Rise Alps between us! and whole oceans roll!
Ah, come not, write not, think not once of me,
Nor share one pang of all I felt for thee.
Thy oaths I quit, thy memory resign;
Forget, renounce me, hate whate'er was mine.
Fair eyes, and tempting looks (which yet I view!)
Long lov'd, ador'd ideas, all adieu!
Oh Grace serene! oh virtue heav'nly fair!
Divine oblivion of low-thoughted care!
Fresh blooming hope, gay daughter of the sky!
And faith, our early immortality!
Enter, each mild, each amicable guest;
Receive, and wrap me in eternal rest!

See in her cell sad Eloisa spread,
Propp'd on some tomb, a neighbour of the dead.
In each low wind methinks a spirit calls,
And more than echoes talk along the walls.
Here, as I watch'd the dying lamps around,
From yonder shrine I heard a hollow sound.
"Come, sister, come!" (it said, or seem'd to say)
"Thy place is here, sad sister, come away!
Once like thyself, I trembled, wept, and pray'd,
Love's victim then, though now a sainted maid:
But all is calm in this eternal sleep;
Here grief forgets to groan, and love to weep,
Ev'n superstition loses ev'ry fear:
For God, not man, absolves our frailties here."

I come, I come! prepare your roseate bow'rs,
Celestial palms, and ever-blooming flow'rs.
Thither, where sinners may have rest, I go,
Where flames refin'd in breasts seraphic glow:
Thou, Abelard! the last sad office pay,
And smooth my passage to the realms of day;
See my lips tremble, and my eye-balls roll,
Suck my last breath, and catch my flying soul!
Ah no — in sacred vestments may'st thou stand,
The hallow'd taper trembling in thy hand,
Present the cross before my lifted eye,
Teach me at once, and learn of me to die.
Ah then, thy once-lov'd Eloisa see!
It will be then no crime to gaze on me.
See from my cheek the transient roses fly!
See the last sparkle languish in my eye!
Till ev'ry motion, pulse, and breath be o'er;
And ev'n my Abelard be lov'd no more.
O Death all-eloquent! you only prove
What dust we dote on, when 'tis man we love.

Then too, when fate shall thy fair frame destroy,
(That cause of all my guilt, and all my joy)
In trance ecstatic may thy pangs be drown'd,
Bright clouds descend, and angels watch thee round,
From op'ning skies may streaming glories shine,
And saints embrace thee with a love like mine.

May one kind grave unite each hapless name,
And graft my love immortal on thy fame!
Then, ages hence, when all my woes are o'er,
When this rebellious heart shall beat no more;
If ever chance two wand'ring lovers brings
To Paraclete's white walls and silver springs,
O'er the pale marble shall they join their heads,
And drink the falling tears each other sheds;
Then sadly say, with mutual pity mov'd,
"Oh may we never love as these have lov'd!"

From the full choir when loud Hosannas rise,
And swell the pomp of dreadful sacrifice,
Amid that scene if some relenting eye
Glance on the stone where our cold relics lie,
Devotion's self shall steal a thought from Heav'n,
One human tear shall drop and be forgiv'n.
And sure, if fate some future bard shall join
In sad similitude of griefs to mine,
Condemn'd whole years in absence to deplore,
And image charms he must behold no more;
Such if there be, who loves so long, so well;
Let him our sad, our tender story tell;
The well-sung woes will soothe my pensive ghost;
He best can paint 'em, who shall feel 'em most.

Build it and they will read

When I was a kid, I read lots of different newspapers. In my home we had local newspapers, and newspapers from Detroit, Pittsburgh, Chicago, and Indianapolis. In several classes in school the students would discuss an article read from the newspaper. So, I would discuss articles I found in these out of town newspaper. Famous columnists that I read during those days were Carl Rowan and William Buckley. For Buckley, I think it was because he favored my history teacher. I think.

Fast forward, today our newspapers has a brand new building, aided by millions of tax payers dollars. But it's readership is down. I see the newspaper lying around in schools and in the classrooms. And what are the few students I see reading, reading the sport page. I have no problem with the sport section, my oldest daughter entrance into journalism was writing about sports. But students how about current events? Where is that in the newspaper they ask ?

So, if a new building for our newspaper does not improved the adult writer's appeal to students to pick up a newspaper to read current events, do we blame the new building? Nope, so why are we surprised by the writing by these editors denouncing the spending of dollars on building for educating students. These adults editors are in a new building and they can read far better than these students, but these students are not reading or buying their newspapers. These students are online, killing the sells of advertisement dollars in the well written newspapers.

Yes sirree bob, a half a billion dollar is worth it to take our children into the future.

So Long Mayor Dick

Sixty four candidates have signed up for the primary. Republicans have a total of 39 and the the Democrats 25. A few are incumbents others are candidates from other failed races and many are new to the races. Some were welcomed by their party leaders and others were not. Some were confused on what position they would run, one just in the wrong place for the right race.

The Republicans signed up early and the Democrats were a slower pace in signing on for the primary. Men first, and a few women followed. Female republicans signed up early for positions to handle the money, democrats followed. But there was no Mayor Graham Richard. The man with two first names or last name or however, you look at it, Mayor Dick has not signed on. The great visionary that has bankruptcy Fort Wayne and it's citizenry, will not run again. The mythical catalyst god will not hang around to see so many of them fail as the citizen seek a new leader to pull them out of the mess and uncover the mess.

Mayor Dick where will you go, while others hang around to pull the citizens out the mess or uncover the mess? Maybe we'll see you on Oprah promoting your book! Or work with Al Gore on global warming, since you have recently caught the environment bug, forget about our brownfields, combined sewers costs, and polluted air you placed secondary while you building a world class city. We're going to miss you Mayor Dick, oh how we're going to miss you.

A government by the people for the people has until noon for other patriots to sign on the dotted line.

Readings for African-American History

One day I will make a list of all the books I have throughout the house, but not today on history, especially African-American history and policies. African-American history can be found in lots of writing. It depends on what you are searching for that will guide your reading. Here is a just a few books I found in thrift shops of authors, stories, history and jokes involving the African American community: Read more click here.

Hotel to replace downtown Belmont

Folks traveling to downtown Belmont to purchase their spirits, will find themselves standing in the lobby of the proposed new Marriott Lobby. While standing at the Belmont counter you will have to envision what the Marriott lobby may look and feel like.

Belmont will shutting the doors of this downtown liquor store on March 31, 2007. Belmont will move it supplies to the office and warehouse located at 3309 North Anthony. The loyal customers can select from 17 other Belmont stores to do their shopping, The closest Belmont stores to the downtown area are at Fairfield, South Calhoun, and W. Jefferson Street.

Original it was reported that Belmont was to move where the current Greyhound Station, but for reason not disclosed the deal fail through for the city. Holiday Inn is located across from the Greyhound Station.

I am surmising here. I believe that the stadium movement to downtown impacted the fact that the hotel would be built at the Belmont location across from the Grand Wayne Center. Belmont was ousted from the land. The stadium choice nicked the plan to renovate Holiday Inn because location wise, the Holiday Inn is quite a distance away from the proposed location of the new downtown stadium.

Just analyzing the data that is available, I suspect that downtown development has also been nicked as well to pursuit support and development of the new stadium. The direction of the location of the stadium is away from downtown and toward Webster and Ewing across Jefferson cutting off downtown and the southside.

Of course to appease the local business men, Harrison Square is touted as land investment for these business owners who would like to relocate to the area to provide services that will be needed by the anticipated crowds from the baseball stadium and convention goers to the Grand Wayne Center and the Allen County Library.

Downtown will simply maintain a cosmetic staple of buildings serving as a historic landmark. Nothing will be added to attract folks to shop or play downtown beyond the the new stadium and library. This is simply utilizing funds that could improve the city toward investment in projects to attract dollars from out side source to compensate for the loss of jobs from businesses closing and leaving the city of Fort Wayne. And this is called economy development without creating jobs for the taxpayers?!!!

This from an intuitive perspective that lack all the necessary data in making my assessment.

Allen County County Tax Adjustment Board

It bothers me that the Allen County Tax Adjustment Board will appoint members. It sounds like another group determining where money will be spent rather than meeting the needs of the community. According to FWOB Mitch Harper

Last month, the County Council asked Harper and Bill Fishering, the County Attorney, to address the board regarding the history and statutory basis of the Tax Adjustment Board.
If readers remember, Attorney William Fishering was alleged to have made a comment in regards to the county auditor,lack of swiftness.
Ladies and Gentlemen before I move into the Bridge Bond issue I have a matter
I need to address. Last night we had a joint City County Council meeting; during that meeting I was engaging in a debate with Councilman Pape over certain finances. I made a comment with respect to the Auditor’s office which at best may have been considered a slight and at worst been considered a direct attack. I wanted to say that I have the utmost respect for the Auditor’s office they are doing a wonderful job through extremely difficult times with the reassessment,

ALLEN COUNTY COUNCIL MEEETING MINUTES

cash flow shortages as well as our overall lack of money because of the falling COIT. The comment had to do with their ability to get their hands on the numbers quickly. In many instances the Auditor’s office does not have the ability to put their fingers on numbers quickly, it is not their fault it is the system that we have in county government with various claims andfunds. I was trying to emphasize that claims are against certain funds and you can’t necessarily
tell who get them and who had what and you have to go through and hand do all of that
reconciliation and was trying to tell Mr. Pape that it just not possible for the Sheriff to come up with an exact number. With that said I want to apologize to the Auditor; I do think she is doinga wonderful job; I think their staff particularly Tera are implementing new systems that mayactually easy to do some of those things that Councilman Pape wanted done we just don’t currently have it. That also is not a slight of the Auditor’s office because they have been working hard at that but they have been overwhelmed with these other developments, they truly have and have been doing a wonderful job. To the Auditor and to anyone else who thought I did that I do apologize it was not my intent.

This board sounds like a group of folks who will be the auditor's tag team.

Side note: I also remember Attorney Fishering, as an attorney for the County, in the chamber of Judge Norman Baker when Baker was trying to determine whether or not to have officers of the law in the courtroom during a hearing. Judge Baker decided that the officers were indeed not needed as he was being told. Also, Judge Baker was surprised to learn that my legal training was not from being a paralegal as he was told. Judge Baker had the sense enough to listen and investigate and not simply believe those who first had his ear. (Correction: I earlier stated it was Judge Paul Cherry).

The reason I say this is because the board that is to listen to the tax payers serve more as bullies in avoiding correcting errors rather than accountability toward the taxpayers.

. A clique of pals so to speak.

Matt Kelty in Fort Wayne Reader

Matt Kelty mayoral hopeful for the Republican party may not be getting mainstream news media coverage. Mainstream media appears to support as the appointed nominate, Nelson Peters. Nevertheless the voters are not in agreement with party leaders or media shot callers. But unlike other potential candidates, Kelty has tapped into other media outlets.

Fort Wayne Reader, a media outlet has given Kelty the cover of their publication and the insider pull out section. The article written by Michael Summers is a good read for getting a glimpse of Kelty and his campaign strategy. Read the article, to learn how Kelty has been able to get his name in the public's ears and the public's eyesight in spite of the slight by the local media. According to the article, Kelty has worked on Richard Lugar and Dan Coats campaigns. And as far as organizing, Kelty was key in organizng a ton of folks and in another event involving funds in a single day.

It is clear that Kelty is making in road into the minds of some voters. His name has appeared on many of the political minded local bloggers pages. But Kelty is hitting the pavements in reaching many voters going door to door. This is similar to a campaign wielded by a Laura Waterman. It was reported that Waterman wore out several pairs of tennis shoes campaigning against Tom Henry. Waterman was an unknown at the times and almost upset Henry's reelection bid 2460 to 2465 for the third district seat of city council in 1995. Henry if he files and win the democratic nomination may face Kelty, if he wins the Republican nomination for mayor. Kelty almost upset a long time politician, Win Moses for Indiana State representative in 2002 in a close race. Moses won with a little over 60 votes.

Potential Candidates for Campaign 2007

The Republican political party had their luncheon this afternoon, and a few potential candidates filtering into the Allen County Election Board to declare their candidacy before the February 23, 2007 noontime deadline. Although many potential candidates have already signed on, some with letters of endorsement from their party chair. Others appears to be bent on challenging the old inertia from the status quo polished career candidates.

One potential candidate, David Hecke, when asked why he was challenging a candidate, (city clerk) expressed the fact that his family had been in the city for over 200 years and that was more than enough to qualified him. Good enough. Several other potential candidates walked in seem bored by just flicking the television channels as a past time for the elderly and hobbled in to get into the action by participating in the political process beyond simply voting. With little fanfare and with a great deal of dignity, these men quietly filled out their declaration of candidacy for primary nomination form and filed. Filing was the easy part. So easy was it that one potential candidate filed and later found out he was not in the district and withdrew his filing. Nevertheless, whipping up the voters to support these new comers will be the hard part, especially with so many new names enter the primary.

For example the at large seats appear to be attracting lots of candidates from the two party system of Democrats and Republicans. And the Mayor nomination (six filed )may not have as many as the at large candidates (nine filed) but the list has time for growth.

Democrats

♦Tom Cook Jr., unknown to the Allen County Democratic Party

♦Frederick Steinke, unknown to the party

Republicans

♦Matt Kelty, local architect

♦Nelson Peters, Allen County Commissioner

♦Ivan R. Hood, unknown to the Allen County Republican Party

♦Wilbert “Duke” Brown, unknown to the party

Well the crowd does not dampen Wilbert Curtis " Duke" Brown's spirit. Brown, one of the potential Mayoral candidates was pleased as punch in meeting some of his challengers at the Republican's luncheon. Brown expressed the fact that the luncheon was a great experience where he was able to mentally sizes up his competition within the party. Brown states he is in to win.

But some potential candidates have not sign up although the media has informed the voting public that these individuals may be entering the primary race. Potential candidates like Tom Henry and Mitch Harper had not signed up by 4:15 today, but the deadline is not until noon February 23, 2007.

Deadline fast approaching for declaring candidacy

Outrageous

Dear Attorney General Steve Carter:

We know you visited the City of Fort Wayne and suggested a fine of almost $200,000 for the injury to the Schwab Foundation, but what about all folks at Fort Wayne Neighborhood Partnership. And what about the NeighborWorks folks with the folding of its nonprofit. Where's the money?

Former Executive Director Nicole Turner-Ridley should feel vindicated with the recent reporting of the closing of the doors of the NeighborWorks organization. Ridley firing may have been used to cover the operation of the organization by the board members. I blogged about this earlier:

One thing that I don't understand is when an investigation is ongoing for African-Americans the media shouts criminal charges. But, shouts are mistakes with raced whites there is no charges or criminal activity pending when wrongdoing is reported in the media. If the investigation ever makes it to the media. This is not to excuse anyone's behavior, but too often board members who are responsible for oversight are hand picked in order to usurp accountability or to excuse the requirement of their fiduciary duties.

Still, it should not comes as no surprise that folks rarely see the fruition of a project meant to alleviate the condition of an impoverished area because huge amount of money has been diverted to unauthorized areas or to save profit for nonprofits.

So that $200,000 was not enough for the million dollar Schwab foundation or the meager selling of the small number of properties for NeighborWorks listed in the news story.

Inexperience bargaining with billion dollar company-Downtown Hotel

The City only received one proposal to built the prerequisite hotel for another developer to build a downtown stadium. The single proposal places the inexperienced city workers in a weak negotiating position when dealing with the more experienced sophisticated billion dollars business tycoons.
Having only one proposal does not leave the city without any leverage, Leatherman said. If the companies are not flexible, the city could end talks and restart the search for a developer. But Leatherman does not expect that to happen.
The fact that the city is losing many jobs may place the city workers in a role of self-dealing at the negotiation table which is not in the best interest of the tax payers, who will partially be footing the bill for building this hotel.
The hotel has gone from 300 rooms to 250 rooms, and the cost from $30 million to $47 million.

The imbalance will become apparent, at the negotiation table, in the amount of dollars that will be taken from the local budgets from property taxes. Property tax dollars used to subsidy the building of the hotel in hopes of recapturing the value of the hotel building, innkeeper taxes, and sale taxes, later. More than likely the developers will receive a tax abatement reducing the about of revenue going back into the budget from the new investment in hopes of creating new jobs.

Small business owners are distracted with fighting a smoking ban, at this moment, while the city is negotiating away many of their tax dollars to support a single private developer. The diverting of their tax dollars to a single private developer will increase the amount of taxes their business will have to pay with the developers projects. The battle against the smoking ban must not service as a smoke screen by preventing these small businesses from paying attention to what the city is willing to give away to wealthy private investors who are not local that will harm them down the road.

Marketing of Other People Money-Property Taxes-Hotel/50/50

Marketing of the sole developer and the partially paid for with property tax dollars supported downtown hotel that will belong to a private owner.

Information from the city's website,
The City of Fort Wayne today released more details on the proposal received for the downtown hotel component of the Harrison Square mixed-use development. Acquest Realty Advisors, Inc. along with White Lodging Services Corporation has submitted a response, which calls for a full-service Marriott-branded hotel.

RFP highlights
* $47 million private sector development

* 11-story, 250 room hotel tower

* 4,000 square foot junior ballroom

* Two 1,000 square foot meeting rooms

* 4,200 square foot signature restaurant and bar for hotel patrons and residents

* 1,200 square foot specialty coffee shop

* Outdoor pool, year-round spa and fitness center

* Developer supports the overall Harrison Square development and acknowledges the hotel, Grand Wayne Center and mixed-use development along with a baseball stadium would serve as a visitor and local destination place

The City of Fort Wayne now will enter into a negotiation period over the next four to six weeks to work on an agreement with the developer. The City expects to have an agreement in place by the end of the first quarter.

Acquest and White Lodging have hotels in Indianapolis, Chicago, Houston, Louisville, Ky., Austin, Texas, and Trenton, N.J. to name a few. Indiana-based White Lodging and Acquest each bring several years of professional, industry-specific experience to the project.

“We are encouraged to be moving forward as we work to create new catalyst opportunities in downtown Fort Wayne,” said Mayor Graham Richard. “This is a great opportunity for our City and region to be a leader in economic development. A centerpiece gathering place that attracts jobs, businesses and residents will leverage existing assets and enhance community vitality."

The hotel would be a priority element in the multifaceted Harrison Squaredevelopment. Project plans include residential condominiums, street level retail, a new minor league baseball stadium, and a parking garage in the initial $125 million phase.

Taxes generated from the hotel would assist the City in financing the public portion of the Harrison Squaredevelopment. Harrison Square’s first stage calls for a nearly 50/50 split between private and public financing.

Hopes and Dreams Uncompromised /The Measure of a Man

Hopes and Dreams can be beat out of you by parents. Parents who are trying to protect you from disappointment. Disappointment that may come from some in the world who have little dreams or hope for a different type of life. And some of these disappointment will come from tried and true laws created to limit and restrict your expectation of what it is to live as who you are. In other words man trying to order your steps!

The Measure of a Man by Sidney Poitier. A friend told me about this book, The Measure of a Man. When a young man was killed in our hometown, I remembered what she said about the measure of a man. I decided to blog about the message embodied in the title to get young folks to man up and recognize the fact that they are not street. Read more click here.

My friend used the phrase again during a conversation and she tells me I need to get the book and read it. The words stuck with me, as a challenge for me to give to other men as a catch phrase to man up. I made a mental note to get the book from my library, soon...

Well, I was finally pushed to get the book because the main library where I spent a lot of time was due to close. So, I needed to get there before the move to the new libary to get the book. I am told because of the moving, I could keep the book for three weeks! Enough time to put it to the side ..to read later. But, my friend calls me and says something like, "guess what book Oprah has selected for her book club?" Well bingo it's "The Measure of a Man". Nope, had the book, but was not compelled to read it.

So, I decide well now it's really time for me to read the book just in case, I am selected to go on the show with my friend who has read the book years ago. I believe in miracles.

I decide to pace myself in reading the book. One chapter a day would allow me to read the book in a week. But that did not happen. I could not get into the book. I was too distracted. So, I could not get into Mr. Poitier, writing style, and I kept having flash backs about Pitier leavig his wife to marry a raced white woman. I had to read for a limited amount of time. I was curious and was wondering if he would address this issue. Besides I loved his movies, Guess who's coming to dinner, Who did not cheer for him in To sir with love, and They call me Mr. Tibbs?

So, I had to fight to find his personality that was on the screen in his writing. it was slow, I found it and once again I connected to him like some of the characters he played in his career. From the writing, I went to my childhood and meager beginnings. Meager beginnings, but surrounded by family, my great grandmother, my grandparents, my mother. The conversational tone used in the writing,like, you hear me, reminded me of a time when folks who cared about you talked to you, in such phrasings. Wise saying with only a few words, brief sentences and not a long lecture, but you found yourself remembering the message, twenty years later with ashes on your face. Poitier called it a language shaped from a scarcity of money. Others, unable to give you guidance with this limited language did so by using anothe method as his mama, a wham here and a wham there in taming this wide eyed optimism in believing you could tame nature.

To read about the recklessness in which as a youth, we take life for granted as we did things that were simply suicidal, ( like myself walking on the railing of the bridge above the train track, often, supported only by beams under my feet, but survived anyway. In the Measure of a Man, Poitier gives several moments of reflections, and it seems to have to do with water! A truly deadly force of nature. But some how you survive in spite of the resistance that family offer to protect you from these outside influences, these dangers in the world. Family.

Poitier speaks of the family. The honor in sharing with family. The fact that one honors their mother and father with your own life work is what touched my heart in this book. It was not enough to read how his father provided for his family. The tears came from reading the diligence of a mother to make a way out of no way. The work of beating a rock into pebbles with a hammer. The determination, the sheer will, and the commitment to do such a task over and over again, fired my spirit into uncontrollable tears. I remembered a time when you must push through to survive.

I found myself quoting some of Mr. Poitier sayings, you hear me! In doing so I embraced the meaning my great grandmother, grandparents and mother in their saying, nobody said the road would be easy, it's on down the road for you, mingled with the new old a leaf changes overnight for my children and grandchildren. Life is tough. But what makes it easier, is having hopes that become a plan in which to set goals in overcoming rules or obstacles that tell you it is hopeless to do things differently.

My grandfather was my measure of a man. He encouraged me when others said who does she think she is to think differently. It was my grandfathers words that motivated me to try and see and envision a different world. It was his words through my mother life that inspired me, as he did not bend or swear when others lied on him. So was it my mother's path. Neither went to that place, when others attacked their right to be exactly who they were. My mother would say, do you think I chose to be born this way? Poitier reminded me of this...My grandfather life lived beat the hopelessness out of me no matter the obstacles that nature throws my way. Hopes and dreams goes beyond a belief system placed upon you by laws created to strict ones ambition for going places where you unwanted. I joined a choir, and at that time, included today, could not carry a note, but my grandfather, made me think I could sing! Most favorable.

Poitier points out you will be rejected for doing such thing, with the question, who are you and where did you come from? And the answer is simply I am the one I choose to be and it helps to have family, friends and sometime enemies to helping me. Poitier learned this early in life, I had forgotten this, thank you Mr. Poitier, as I continue to write over 600 posts on this blog.

I was pleased to read that the measure of a man was how well a father provided for his family. Because, if that was the case, as a mother thatI must be a woman if the measure is how well you take care of your children.

Saga of Harrison Square-Just Believe

Third, the emergence of Jefferson Pointe as a regional shopping, dining, and to some degree entertainment destination will impact downtown’s ability to capture additional uses. For downtown to compete and to attract the types of uses necessary to thrive as an exciting and vibrant district, it must rely on a healthy balance from not only the resident population, but also from the employment base and its increasing visitor base.

The most viable short-term development opportunities would include a new downtown hotel, new restaurants, and new market rate rental apartments. With the increased critical mass generated by hotel patrons, convention center visitors, and new residents, a limited amount of supplemental retail uses
can likely be supported, as well as additional nightclubs and bars. From a location perspective, the hotel would need to be adjacent to, and ideally physically connected, to the expanded Grand Wayne Center.

Future restaurants targeting an evening crowd would be better suited in close proximity to the hotel and convention center, near the more heavily traveled Jefferson and Washington Boulevard corridors.Conversely, additional bars and nightclubs would be better served locating in the Landing District, where a strong contingency of evening entertainment facilities already exists.
New housing in the downtown area is greatly needed to help support additional uses.

Two additional roles the public sector can play in stimulating new development are the continuedmarketing and promotional efforts for downtown, and traditional economic development activities whichhelp to attract and retain businesses in the downtown area. There has been a discussion of consolidating county-wide governmental offices downtown, which would help bring more people into the downtown area. Any efforts which bring in additional people downtown, whether as employees, residents, or visitors, will greatly increase the marketability and ultimately the success of retail and entertainment related uses.

The City and County are currently examining the consolidation of government related operations and facilities. Representatives from the City of Fort Wayne have also confirmed an increased effort to work with state and federal government branches as well to consolidate all governmental facilities downtown to the fullest extent possible. Given the weakened office market, any efforts made to bring additionalworkers into downtown will have a tremendous impact on downtown’s overall vitality.

Given these factors, the Harrison Street corridor is unlikely to emerge as a retail destination point. As evidenced in the retail spending tables, demand projections for many personal products, household products, and services are not sufficiently strong to support retail development as a primary use along Harrison Street. The close proximity of two major regional shopping venues, Jefferson Pointe and Glenbrook Square, present barriers for new retail uses. Finally, many new retail uses will tend to conglomerate around well-established retail corridors with high traffic volumes. The ability for downtown to compete with nearby established retail destinations will be extremely difficult. Additional factors,including land costs, signage, and parking will adversely impact the ability to attract major retail uses into downtown. Thus, new retail uses will likely be only supporting retail uses and not destination retailers.

Table 30 on the following pages provides a breakdown showing anticipated condominium demand. The methodology used here is similar to what was performed for apartments. The targeted price range for new downtown housing was forecasted to be $175,000 to $250,000. This range was determined based on two primary factors: First, existing trends in the condominium market indicate very little demand for lower priced housing, given the amount of alternatives available at this price point; and second, with the inherent risks associated with this type of development, a developer/owner will need to generate higher returns which can only be done through a higher sales price.

So who buying at midtown crossing downtown? From the Harrison Square Study, 2003

ITIN

Everyone who is in the United States is not required to have a social security number. But if you work in the United States, Uncle Sam wants you pay your taxes. Matter a fact if you are working and not a citizen all you need is an individual taxpayer identification number. Uncle Same just wants you pay taxes if you are here working as a non citizens. And you must file your taxes if you make a certain income.

Social Security card is not proper identification,(no photo) so why would folks ask to see your social security number? If someone asked to see my social security card I would be worried about a scam of identity theft.

To ask a latino or any non resident if they have a social security is really asking are you legal citizen, not a good ideal.

I am going to conquer that hill !

What's the Rush to build downtown?

Benjamin Lanka writes in Journal-Gazette, the state extension of CRED credit,
As part of the original hotel package, the project was included in a Community Revitalization Enhancement District, also known as CRED. The districts, which are allowed by state legislation, let developers claim a 25 percent income tax credit on qualified investment. Historically, as in the Southtown development, that has meant a 25 percent credit on construction costs. This would have meant about a $12 million credit for the hotel.
.

The key words were qualified investment and not on what the city wanted to apply the credit on,you think?

So what did the state have to say about this in the article,

Rep. Phil GiaQuinta, D-Fort Wayne, said he was concerned about the reduction in benefits hurting development.

“That was the whole benefit of the CRED benefit starting up, to bring in development,” he said.

GiaQuinta said he understood the state was trying to be fiscally sound, but he believed cities needed incentives such as CRED to attract development. He was not confident the issue would be discussed in the legislature this year, though.

Nothing! Go back Ben and talk to somebody at the Statehouse who can tell us about CRED, could you Please?

Councilperson Tim Pape is happy, with the one bidder,
Councilman Tim Pape, D-5th, has been an ardent supporter of Harrison Square. He said although the city got only one hotel proposal, it came from a major company.

Let see if Pape can do the same thing for his constitutes, that is make the voters happy in doing something about all those drugs in his district. That is if he can stop having a pep rally for downtown development.

Why Fort Wayne Can't Make Drug Bust?

Angela Mapes writes for the journal-gazette, about not enough funding. Here's another one-EXCUSES. If folks are telling police there are drug dealings in their neighborhoods and some families have been dealing for years, how much skills do you need to make a drug bust? Nada! A buy a warrant end of story, but careful it might be a friend of a friend.

Get these crooks off the street and that will reduce the need for manpower. That means some folks out of a job, and that is the bottom line. Kids are turning in their parents because the police are sitting on their hands. Give me a break.

Sound like Muncie is not crying for more money and are willing to do the job for Fort Wayne Police and the Allen County Police Department. Way to go Muncie, bring in the feds.

Robbing from the Poor giving to the Rich

I remember showing the assessed property values to two reporters. The reason in doing so was to find out if they saw what I saw. Of course they dismissed me, or was indifference. But I kept the paperwork. What I saw was the values for one year was changed. That's right changed. When I asked why, I was given an answer. It was something like this, the actual value of the dollar now was applied to the previous year value.

Okay...what does that mean. This, if by chance you had an old coin, say you had a few 50 cent pieces from year ago but now those 50 cent pieces are worth 1.50. Let say you have 5 pieces time 1.50 would equal 7.50 today. But a year ago those 5 pieces would be worth only 2.50. You would think that in a years time you gain a profit of 5.00.

Wait a minute, you might have to share this gain with others, so you need a way to hide the fact that you actual received a gain of 5.00. So you take take 10 50 cents pieces out of your pocket, and you say hey 10 times 1.50 equals 15.00. I have 15.00 but 5 of these pieces are from a year ago, so lets subtract their value from the 15.00, so 5 time 1.50 equals 7.50 taken from 15.00 leaves 7.50. So how much was my profit. The answer would be only 2.25.

So I only have to share 2.25 instead of the $5.00. I get to pocket a 1.75 to do whatever and I get half of the $2.25. So my fair share equal 1.12 plus 1.75 equal $2.87 and the other person gets a grand total of $1.13 Now that seems like a lot of trouble to rip off one person for such a small amount. But image this as 100's dollars and 1000 of folks and you could come up with millions of dollars.

So, the next time the Mayor tells you or shows you a chart showing the lower tax rate since 1964, think about my little 50 cent pieces. If the previous tax year values were changed to almost equal the new assessed value and you hid that fact. Instead of my $1.75, the city and county get something like millions of untold dollars. Free and clear. Now your elect officials tells the public the tax rate will be low to reduce the burden from the increase in their property value. Yet these official never disclose the actual amount collected. Nevertheless, the tax rate will generate millions of additional dollars from the increase in the property values. But the only amount that will go into the budget will come from the tax rate, not undisclosed millions. Hell, the average tax payer can't understand their tax bill therefore they surely can't read a budget, is what the elected officials say and think.

The city, the county and the tax payers are happy with the low tax rate. The city, the county, and the taxpayers are being told it could have been worse. Really ? How much was skirted away that the taxpayers were never total about? And what happened to that money? And who would dare question these fine upstanding elected officials. Who would dare question the integrity of these elected officials to accuse them of stealing from the poor? ME.

Soon, I will post the pages of the new math.

RICO...Breaking the law

K.E. Casey writes,
When task force investigators realized the scope of the operation, Ellison said, they contacted the Drug Enforcement Agency, which coordinated raids at houses in the 8000 block of Winchester Road, the 3500 block of Indiana Avenue and the 4200 block of Arlington Avenue in Fort Wayne.

Will I.R..S. Approve Funds for Fort Wayne Baseball Downtown

More funding tools are needed to support developers or a developer to invest in downtown project, Harrison Square hotel and baseball stadium. Derrick Gingery writes in Greater Fort Wayne Business Weekly, that another funding resource could be a tax credit from the I.R.S.
The federal tax credits would join a growing list of inducements the city has at its disposal to entice developers to build in town. The CRED tax credit program is well-known. The city also uses tax abatements and industrial revenue bonds to attract businesses.

From the Community Development Finance Institutions Funds Website, The New Markets Tax Credit (NMTC) Program permits taxpayers to receive a credit against Federal income taxes for making qualified equity investments in designated Community Development Entities (CDEs). Substantially all of the qualified equity investment must in turn be used by the CDE to provide investments in low-income communities.

The credit provided to the investor totals 39 percent of the cost of the investment and is claimed over a seven-year credit allowance period. In each of the first three years, the investor receives a credit equal to five percent of the total amount paid for the stock or capital interest at the time of purchase. For the final four years, the value of the credit is six percent annually. Investors may not redeem their investments in CDEs prior to the conclusion of the seven-year period.

The NMTC Program allocates tax credit authority to Community Development Entities (CDEs), which in turn make investments in a variety of businesses and activities in low-income communities. A Community Development Entity for profit business has formed in downtown Fort Wayne to administrate the funds, under the new markets tax credit program. The name of the business is Fort Wayne New Market Revitalization Fund, LLC and the registered agent is Timothy Manges, attorney for the City of Fort Wayne, located at 1 East Main Street, in the City County Building, Fort Wayne, IN 46802. The limited liability company was formed on January 10, 2007.

Fort Wayne’s application is expected to be sent at the end of the month. A response is not likely until this summer. Fort Wayne New Markets Revitalization Fund LLC was created to administer the program, if the city is approved.
.

Fort Wayne New Markets Revitalization Fund, LLC is probably crossing its fingers, since some Indiana company have received some funding,
The Indiana Redevelopment Corp. received $25 million and the Community Bankers Association of Indiana Inc. received $50 million in 2003 to provide low-interest loans and other programs to promote economic development
.

From the reading, it appears that the Fort Wayne New Markets Revitalization Funds, LLC is seeking to become some kind of bank, to provide low-interest loans and economically support programs such as DID or whatever other programs that they can create in downtown.

The entity must be a Community Development Entity. A Community Development Entity is a domestic corporation or partnership that is an intermediary vehicle for the provision of loans, investments, or financial counseling in Low-Income Communities (LICs). Benefits of being certified as a CDE include being able to apply to the CDFI Fund to receive a New Markets Tax Credit (NMTC) allocation to offer its investors in exchange for equity investments in the CDE and/or its subsidiaries; or to receive loans or investments from other CDEs that have received NMTC allocations.

According to the Tax Code, to qualify as a CDE, the organization must be certified by being: "(A) the primary mission of the entity is serving, or providing investment capital for, low-income communities or low-income persons, ‘‘(B) the entity maintains accountability to residents of low-income communities through their representation on any governing board of the entity or on any advisory board to the entity,
and ‘‘(C) the entity is certified by the Secretary for purposes of this section as being a qualified community development entity."
More from the code,
‘‘(A) with a record of having successfully provided capital or technical assistance to disadvantaged businesses or communities, or ‘‘(B) which intends to satisfy the requirement under subsection (b)(1)(B) by making qualified low-income community investments in 1 or more businesses in which persons unrelated to such entity (within the meaning of section 267(b) or 707(b)(1)) hold the majority equity interest."

The term ‘qualified low-income community investment’ means—‘‘(A) any capital or equity investment in, or loan to, any qualified active low-income community business, ‘‘(B) the purchase from another qualified community development entity of any loan made by such entity which is a qualified low-income community investment, ‘‘(C) financial counseling and other services specified in regulations prescribed by the Secretary to businesses located in, and residents of, low-income communities, and ‘‘(D) any equity investment in, or loan to, any qualified community development entity.

I wonder why FourthWave did not apply for such funding?

Miami or Fort Wayne-Drug kings

Nick Werner of the Star Press writes about the million dollars drug bust.

But what's more important is that Duran's arrest disrupted a drug ring that was moving an average of 22 pounds -- or $1 million worth -- of cocaine into the area on a weekly basis from Fort Wayne, according to Muncie-Delaware County Drug Task Force Sgt. Jess Neal.

This is something more like you would see in Miami," Neal said Thursday.

On Wednesday and Thursday, Drug Task Force investigators, working with SWAT teams from the Delaware County sheriff's department and Muncie Police Department, raided three houses in Fort Wayne, four in Muncie and two in Indianapolis. The properties were either owned by Duran or occupied by members of his drug network, Neal said.

What was the reactions of neighbors, you say? Nope, not scared, happy, read:

News of the drug bust was well received by Doug Garrett, who is raising four children between the ages of 7 and 18 at Seventh and Monroe streets, about a block away from one of the houses targeted in the raids.

"This can't be anything but a plus," Garrett said. "The drug element is bad. People do crazy stuff on drugs and you don't want your kids around it."

Police attribute the majority of burglaries and robberies to people feeding drug addictions, often crack cocaine. It is still too early to tell how what type of long-term effect the Duran bust might have on drug-related crimes and the availability of cocaine in Delaware County, Muncie Police Chief Joe Winkle said.

Allen County Sheriff is worried about offending his officers by just requiring a drug test, so Fort Wayne taxpayers should not be surprised that I tax dollars are going to buy tasers, while drug deals money goes untaxed.

The newspaper reports Duran as a big fish,
Wholesale drug dealers like Duran are difficult to catch because they often only deal with one or two buyers, Neal said. This helps insulate them from low-level drug dealers who are often willing to cooperate with police in return for leniency.

But my bet is the bigger fishies are sitting in Fort Wayne,
An undercover cop worked his way up the drug chain and found Duran at top in Fort Wayne, Neal said. Duran's arrest set a precedent in the ability of the Muncie-Delaware County Drug Task Force to conduct investigations in multiple counties.

And I believe the officers have the right idea to come on into Fort Wayne, "
We're not going to stop in Muncie anymore," Neal said. "We are going to pursue these guys where they are at. Instead of passing information along and hoping somebody does something with it."

There goes our city again, this time just call us the drug money drain city.

Search warrants for the homes in Delaware, Allen and Marion counties were signed by Delaware Circuit Court 3 Judge Robert Barnet Jr., who has the authority to sign warrants for properties throughout the state.

Local police also worked with the U.S. Drug Enforcement Administration, and authorities in Allen and Marion counties.

Duran has served a federal prison sentence for trafficking more than 200 pounds of marijuana, Neal said.

He lives in a 3,000-square-foot ranch house on four acres in Fort Wayne and owns four trucks and a new Harley Davidson, Neal said.

Thanks Muncie and fine job you did. We pay one police officer over $100,000 a year to harrass drunks, who has little money, but our law enforcement has problems making millions drug busts. Which would benefit our community? The drug money could pay for the drunk program and increase the number of officers working the program. But Fort Wayne is not called the dumbest city for nothing.

Economic development in Fort Wayne- Permissive Drug Dealing and Trafficing

Dear Rusty York and Sheriff Ken Fries:

Sheriff Ken Fries tried to stage a photo op bust for news center 21 evening news which paled miserably compared to Muncie Police Munice police drug team.

It took police from out of town to take care of the drug problem in Fort Wayne.
The Muncie-Delaware County Police Department Drug Task Force comprises members of the Muncie Police Department, Delaware County Sheriff’s Department and the Ball State Police Department.

Yeah Muncie probably did not understand Fort Wayne allow drug traffic in our city even when citizens give specifics.
Sgt. Michael Mueller, of the Muncie-Delaware County Police Department Drug Task Force, said the ring normally moved about 10 kilos of cocaine – worth about $1 million on the street – a week. Tuesday’s bust, part of a six- to eight-month investigation that is still ongoing, set a Delaware County record.

According to investigators, Alejandro Duran of Fort Wayne packed the engine compartment of his blue Dodge Ram 4 x 4 with 13 kilos of cocaine, which could net about $1.3 million on the street. The undercover agent told him to bring the cocaine to Delaware County, so Duran braved Tuesday’s blizzard and began to drive, Mueller said. Duran’s girlfriend, Alma Rosales sat next to him.
.

Alejandro Duran and Alma Rosales, hmmmm. These folks did not support Fries voters proposition that all drug dealers are African-Americans in the central city huh?
So much for the new sheriff in town. Taxpayers should be outraged!!!!!! Your City of Fort Wayne police chief does nothing about drugs in the community nor does your new sheriff of Allen County

Matter of fact one law enforcement stated that independent voters don't tell him what to do. How sad. right on Muncie !!!!! Can I have some Fries in my neighborhood..hint hint, 2500 block of Warsaw. A whole lot of law abiding citizens is a hiding them their drugs.

Understanding our past to not repeat it

Indiana Constitution was in violation of the United States Constitution banning African-Americans from its soil after the 13th Amendment, 14th and 15th amendment were passed. But the State of Indiana did not amend its Constitution until 1881. Indiana removed the ban of African-Americans from its soil. Furthermore, Indiana new Constitution would have to allow African-Americans to vote under the United States Constitution the 1870 15th amendment. This would explain why Indiana took so long to amend it Constitution. The 1881 amendment would have to allow African-Americans to vote in Indiana. The right to vote motivated more African-Americans to move to Indiana,doubling in size the African-Americans population during the great migration from the south. Read more click here.

Where..

If you can find this sign, you probably can guess where Sheriff Fries was zapped. From the stage performance, it looked like he was heavily padded and the aim of the gun was in the lower part of the back. My question is where did it hit him?

Leo Morris writes about some of his favorite blogs. I have had several hits on my blogs by Fort Wayne.com and by several of the blogs mentioned. I have read several local blogs that do not practice racialist behaviors and find them much more interesting than some of the one's Morris mention.

But one blogger does work for republican party, the police, the sheriff, and because he does work for these folks, he think he can use racial slurs without being challenged. Did he think that having these folks as friends made him teflon don? He did didn't he?!!!

Another blogger is a republican former state legislator who may be running for local public office (Mitch have you filed your papers yet?) ..oh, now I get it...all together now R.E.P.U.B U L.I.C.A.N.S. birds of a feather, you think..now you know why folks are not reading the newspaper. I don't want to spend a quarter on a paper telling me how much they hate folks like me or unable to read other points of view. The world is made up of more than .... fill in the blank.

In the words of the Delaney sisters, and on behalf of the other bloggers keep on having your say because at least other folks are reading your blogs without an endorsement. And guess what, just between us, none of Uncle Leo's folks will know what I've typed because they would never read this blog, heaven forbid because they only read each other blogs (wink, wink). LMAO.

Okay, Mitch does give some insight on stuff beyond what we read in the paper and was not shut down, but the other one, Pleassssseeee. This is what it is really about who is cred.

Obama Significant standing on Illinois's Capitol Steps

In 1816, part of the Indiana territory located in the Northwest Territory, population was finally large enough to become a state. According to the governing Northwest Territory Ordiance, the Indiana Constitution was required to have a provision which forbid slavery and indentured servitude. The language did not outlawed slavery, but forbid the growth of slavery in order to become a state.

In essence, the reason for banning slavery was not out of sympathy towards enslaved African-Americans. The ban was to discourage settlers from bringing more African-Americans into the Northwest. George Washington's, the surveyor,dream was for this place where Indians gave him a fit, a place for raced white males to govern without British rule or slave product. Read more click here.

In the words of Michael Jackson, Black or White?

Alexis Herman, former Secretary of Labor for the United States of America
I am a descendant of slaves in a country built on slave labor. Now, to have the responsibility of all labor," she trails off. "Well, let's just say that to be here now is historic, special and humbling.

Yesterday, was such a hit, with Ms Channing, I thought I would once again dispel the myth that many folks, who say they are colorblind, are pretending. African-American history teaches us that many African-Americans were creative thinkers and did not want to settle for living in slave states. They would risk their lives to escape to Indian Territory. This area became the northern states, including Indiana where many Indians were slaughtered after befriending the new colonists.

Indiana became the 19th state with a constitution forbidding slavery, in 1816. This was to control the number of African-Americans who were allowed to live in the new territory. The fear that at the growth of African-Americans would overtake the new territory. So,a new form of slavery was introduced called indentured servitude. African-Americans had to have sponsorship, meaning giving their labor to raced whites folks to remain in the territory. If not these African-Americans would be booted back into slavery in the southern states. Many African-Americans who could passed for raced white settled on the outskirts of the territory and some family members were viewed as slaves based on skin color and were left alone but were really family members. Dr. Johnetta B. Cole called this as part of the psychic of studying the master and attempting to get along.

Efforts to identify with the oppressor and prove oneself worthy are accompanied by self-denial and self-deprecation because it is difficult if not impossible to embrace one image of oneself without letting a conflicting one go. This stripping of oneself takes many and diverse forms, from out-and-out "passing" to disassociating oneself from one's people and aspects of one's cultural heritage.

The northerners were not familiar with African-Americans looking like them who passed for raced white. This was simply looking at skin color. One reason was because Africans had came over to the new territory and were part of the Indian community. Many folks today look simply at color and assume folks belong to a specific group. Many raced white folks were fooled long ago and today many are afraid that if they not segregated that their family may become tainted by others African-Americans who are passing for almost any ethnic group, including raced whites. It is called the Hitler syndrome, hoping to remain pure. Pure meaning no dark skin babies..only in America!

In closing, for some African-Americans who can not pass because of skin color, they try to pass in other ways. Some African-Americans will distance themselves from language,music, religion, food or anything that is viewed as a negative trait by raced whites in relationship to the African-Americans. In doing so, they are seeking the approval of those who hate African-Americans on their own terms, and only will relate to those African-Americans who know their place. And an African-American knowing his or her place is because of sponsorship or approval by raced whites. Is this 1787 thinking? No thinking is current in 2007. James Baldwin, calls it the price of the ticket to belong in America. In the words of the Delaney sisters, I am going to have my say!

AWB learned a new word

AWB comes over and hates it when I used the term, raced whites. Because,I've spent a lot of time informing him that it is no such thing. So to give him a visual image, during Black History Month, I thought I would put a story up about Carol Channing that would sent him over the top. Of course it did.

He couldn't handle the truth so he went to the dictionary and pulled out a word, Oxymoron, to call me a moron. But we ALL know who the MORON is in blogosphere, Thanks for the clicks fans of AngryWhiteBoy, and keep coming home to learn the truth about African-Americans rather than the caricature that ANGRYWHITE BOY AND FRIENDS appears to totally enjoy.
an African-American raced white, like many African-Americans who chose to take advantage of white privileged based on skin color
.

It amazes me how many in the community support AWB negative depictions of African-Americans in the year 2007. AWB I mean Lucy must have called up all his republican friends, I mean her friends because quite a few have checked out Ms. Channing picture. But you would think that these upstanding citizens would already know that African-american blood might be in their lineage, just go get that DNA. Go on now and prove me wrong.

You think I am writing about African-American history for my health, I am writing it for all of y'all too. Go on take a deep look into that mirror, what you see?

Raced White-Carol Channing

Carol Channing, a famous actress played in Gentlemen prefer Blondes and Hello Dolly. Channing is an African-American who never disclosed this fact until she wrote about this fact in her book, Just Lucky, I Guess, that her father was an African American who passed by adapting to living in two worlds, one black and one white.

Her father learned to portray himself one way in public that was different from who he was at home by changing his speaking mannerism. Channing herself, was famous for her mannerism, which more than likely was art imitating life. How fitting.

Channing decided to race herself white to take advantage of raced white privilege. Channing was nominated for many awards and won a Tony Award. Channing taught us that as a society we are not colorblind. Looking at a person color we assume ethnic background, when in fact we are simply guessing based on skin color.

Here is a picture of Carol Channing, an African-American raced white, like many African-Americans who chose to take advantage of white privileged based on skin color. This practice continues today.

House bill 1007-no sales

Local political leaders will need to run for cover to avoid having to explain how come the annexed areas again are paying for the lifestyles of other folks with another increase in their property tax bill.

According to Nikki Kelly of the Journal-Gazette
INDIANAPOLIS – An attempt to swap income tax revenue increases for property tax relief failed to receive a majority of votes Tuesday when the House Democratic caucus couldn’t persuade all of its 51 members to push the measure forward.

The 49 members of the Republican caucus refused to provide any help, still bristling because dozens of amendments they offered were turned away on party-line votes.

“I can’t believe that every one of those ideas was bad,” said Rep. Jeff Espich, R-Uniondale. “I think what you were shunning was any effort by the minority party to have a role in this legislation.

“Don’t ask me to vote for a bill that I didn’t get to have any say in.”

The tally was 49-48 The bill is not dead yet because it didn’t receive a constitutional majority of 51 votes to either pass it or defeat it. Two Democrats joined the Republicans in voting against the measure and three Republicans were absent.

It can be called again for another vote.

The property tax relief provided in House Bill 1007 would have been financed by a local income tax increase on individuals and corporations, and by having the state take over responsibility for growth of the family and children’s fund levy.

The initiative was the only significant property tax legislation moving this session and focused on reducing local government’s reliance on property taxes by giving them an additional income tax option.

“We’re trying to accomplish true property tax reform; something substantial and something long-term,” said Rep. Robert Kuzman, D-Crown Point, author of the bill. “There is something in it for everybody.”

Overall, the legislation would have allowed local government to raise local income tax rates by 1 percent. Sixty percent of the new revenue – or $732 million statewide in 2008 – would have gone to property tax relief. The remaining 40 percent – or about $487 million in 2008 – would have been available for new spending.

The local income tax option would have been tied to a 1 percent corporate income tax, the proceeds of which would have gone toward property tax relief as well.

Espich said the Democrats have provided no data on the effect of the bill to individual counties or average taxpayers.

But Espich told the group that statistics run by his fiscal staff show a median family making $65,000 a year and living in a $115,000 home would pay more in income taxes than they receive back in property tax savings.

“That is not substantial property tax relief and it gets worse as time goes by,” Espich said, noting one GOP friend told him over the weekend that he couldn’t afford any more of the property tax relief the legislature was promising.

The bill also contains nothing to address the hit property owners are expected to see this year, an average 14.5 percent increase in tax bills statewide.

One of the biggest contentions in the bill is a provision that would direct 25 percent of the new individual income tax revenue to a person’s county of employment.

Snow

After pushing snow away from my front porch three times and the wind pushing it back, I let her have her way. I peeked out at her steady shower of snow, no longer caring when she would end. I decided to prepare myself for her subzero temperature, as I gathered up unfinished reading material. As quickly as I gathered them, was as quick as I fell asleep, chapters still unread.

Surprised that the room was still warm, I woke to a silence of no cars traveling the main street. The wind was no longer recovering the street, but my walks she left me with inches if not feet of snows. The trees were no longer bowing to her blows or the branches waving its bare arms. The smoking puffs of cloud passed overhead pass the bright sun.

A sea of drifted snow awaited my shovel for the fourth time. In other places ice packed hard snow would be a challenge. This time it would not take me only one trip to clear my walkway. It would take several trips this time as my back and my hands screamed pain and it's cold. And still the waves of snow laid immobile as I wearily moved to retreat back to the house to warm up once again. The beauty and power of snow.

Malcolm X

Malcolm X, former leader of the National of Islam. My youngest daughter was in the fourth grade and brought home a book about Malcolm X and wanted to know more about him. Learning about Malcolm X started me on a journey about learning about African-American history. Not only African-American history but other history that was not written in school books.

Malcolm traveled to Mecca and found our their were people who did not look like him but shared his religious belief. This knowledge had a profound impact on way of thinking and transformed his life path. Malcolm taught empowerment and self-educating. Happy Valentine's Day.

Double V for Victory

In 1775, African-Americans in Virginia were declared free, if they were willing to bear arms and join the British Army. This was in totally contrast to indentured servants role that thrust upon African-Americans trying to make it to the new world. George Washington military had no desire for fighting African-Americans who was providing free labor in developing the new world.

However, as many African-Americans began slaying their masters and joined the British lines and at the same time Washington troops were deserting the Army, African-Americans were allowed to participate in patriots battle for independence. Crispus Attack took a shot in declaring his loyalty to the new world signaling the battle for independence included African-Americans.

Just as George Washington troops were battling from Britain oppression, African-Americans were making their demands for freedom in the new world. African-Americans were to learn later that give me liberty or give me death did not include African-Americans after or during the celebration of independence on July 4, 1776.

Nevertheless, African-Americans would continue their battle to end slavery among the conflicting Americans. During the Civil War, Abraham Lincoln would have to revisit the issue of whether or not to allow African-Americans to serve in his military. It would be a strategic move by President Lincoln in allowing African-Americans into the military, and destroying the morale of land owners by giving their property to the newly freed African-Americans.

9/11 hero

As I was making my way to class on September 11, 2001, I stopped by the bank. Concerned about the distraught look on my favorite teller face, I asked if anything was wrong. What she shared with me, at the moment, jolted me into total awareness. I was unwilling to process or accept that the World Trade Center Towers had been attacked and the Pentagon. The words were not enough to convince me that unthinkable had occurred. However, Jason Thomas, and ex-marine upon hearing the news made his way to ground zero. Thomas was on a mission to save lives.

The monumental task before him was to help rescue two police officer that were tracked under hundreds of floors of debris. Thomas risked his life as an American willing to give his life to save others.

After spending weeks working in the most unimaginable devastation, Thomas simply walked away knowing that he did what he should have as a former marine.

Taxes, Taxes. More Taxes

The state is relieving itself from the local blame game of increased property tax. And in the meantime locals are scrabbling to find places to generate the needed revenue, so the tax payer won't learn that it was locals who skewed their property values and in doing so increased their property tax. One proposal is a corporation tax of 1% to fund fire and pension funds. But the chamber of commerces will be on this one before the ink dries. Fort Wayne, has another place to raid its citizens rather than businesses. It has it Allen County Food and Beverage Tax that was to serve one purpose to pay off a debt but now serves many purposes.

In 1986, the Indiana Legislature enacted the Allen County Food and Beverage Tax, which allowed a qualified “fiscal body of a county” to “adopt an ordinance to impose an excise tax, known as the county food and beverage tax,” on certain transactions according to Allen County versus Wayne Stellhorn.
The county treasurer was required to establish a “coliseum expansion fund” and to deposit all funds received from the tax in that fund upon receipt. I.C. § 6-9-23-8(a). The purposes for which the funds could be appropriated were limited to “the acquisition, improvement, remodeling, or expansion of an athletic and exhibition coliseum in existence before the effective day of an ordinance adopted under section 3 of [chapter 23]” or “to retire any bonds issued, loans obtained, or lease payments incurred under IC 36-1-10 (referred to in this chapter as “obligations”) to remodel, expand, improve, or acquire an athletic and exhibition coliseum in existence before the effective day of an ordinance adopted under section 3 of this chapter.” I.C. § 6-9-23-8(a)(1), (2).

In 1992, a request was made to build a baseball stadium. Part of the funding would come from the coliseum expansion fund, about $2 million. Constructing a baseball stadium was not the same as repairing or expanding the coliseum. This was in violation of the the 1986 legislation. The county was warned, but greed driven, the county drafted an ordinance giving themselves permission to do what it was forbidden to do under state law.

According to the News-Sentinel,
Since then, however, the tax has paid for other projects too, most notably the $30 million expansion of the coliseum’s arena in 2002.

Although details are still being worked out, the legislation would further enlarge the tax’s scope, making its revenues available for projects not on coliseum property.

Sound like a path to digging into the coliseum expansion coffer again, this time to support the Harrison Square. Especially since, taxpayers were lied to, when told that their tax dollars would not be used to build the hotel or new baseball stadium. If they are able to build the hotel, additional revenue from the innkeeper's tax could help offset the cost of the hotel, reducing the increase in property tax. To further reduce the burden on the tax payer, the new stadium will need to be built to capture the food and beverage tax to help pay for the stadium.

With all that revenue tied up, the property tax will have to be increased to support our public schools. But of course, the repairs of the schools will be blamed for the property increase. When in fact, all other revenues that could have been used for the schools are being diverted toward private developers, and that's called TIF. TIF equals millions and millions of tax dollars that could be used to improve our schools.

Now you know why Johnny and his school are so needy.

Having their say-African-American women in the political arena

“The [African-American] woman has occupied a unique if unenviable position in the United States. Historically she has borne the weight of inferior status ad prejudice derived from her [gender] as well as her color.” Treated as less human, viewed as servant and not woman, yet the breeder of enslaved children, laws were not created to protect her. Although she suffered humiliate right along with the African-American male, she fought to secure his freedom, but was relegated to remain in the male shadow. Not willing to remain behind, the African-American women had to step from the shadows and seek her own protection for her existence within the society that had casted her simply invisible.
