Audit of Fort Wayne does not look good for City Controller Pat Roller

The State Board of Accounts issued their report on the Auditor Office with I don't believe former Mayor Dick (Graham Richards) anticipated:

Sounds like some issues of Conflict of interest, code of ethics and major fiduciary duties gone array, and some self-dealing while violating the public trust while serving as employees of the taxpayers and being part of a new outside business interest, HPG Network. Below from the report:


As noted above, the employees/principals of HPG Network (Ryan Chasey, Kate Love-Jacobson, Joy Hudson, Lindsey Maksim, and Christopher Campbell) entered into a three year contract, which included charges for 2007, with the City of Fort Wayne on December 27, 2007, while they were still employees of the City. No conflict of interest forms were filed. Following are the positions that they held at the City when this contract was signed and the date when their employment with the City ended:

Ryan Chasey – Quality Director – December 31, 2007
Kate Love-Jacobson – Professional Development and Quality Enhancement – February 1, 2008
Joy Hudson – Administrative Assistant to Mayor – December 31, 2007
Lindsey Maksim – Public Information Officer – April 11, 2008
Christopher Campbell – Webmaster/Graphic Designer– May 6, 2008.

Do you think these issues were too much for City Controller Patricia Roller and may be the reasons why Roller stepped down in the Mayor Office press release below?:

Pat Roller gives notice to Mayor Henry of [her] intent to leave at the end of 2008

Mayor Tom Henry announced Sept. 16 that City Controller Pat Roller has informed him of her intention to step down from the position effective December 31, 2008. In a letter dated September 2, Roller thanked the mayor for the opportunity to work with him. Roller has served as Controller, the Chief Financial Officer position of the City, since January 2004.

“Pat has been a tremendous asset to me as our new administration took office and settled in,” said Mayor Henry. “I am appreciative of her expertise, insight and advice she has shared with me and I hope she will continue to be a resource even as she moves on to explore other career opportunities.”

Roller said she is exploring several opportunities for the next step in her professional path. “I’ve learned so much from serving in this position,” said Roller. “I think it’s an invaluable opportunity for anyone to see firsthand how committed public employees are to working for the citizens and to making the most of the taxpayers’ dollars and their trust. I am impressed with those with whom I’ve worked and I am proud to have served.”

Mayor Henry said the City will be posting Roller’s position immediately.

And how in the heck could the parking meter fund be in the negative? When everybody know the queen of parking meter maid is always giving out tickets.
Roller has the answer just take the money and put it in the general fund duh! But Roller could not deny that the funds were in the negative along with a few other accounts, Roller just try to justify why the City was operating on a negative with all that money that they collected from the taxpayers.

MY My MY.. Where is the Department of Justice, Dan Stockman, Ben Lanka, Kevin Leininger. Oh let's take a look at this report one more time.
